15 August 2019 the historic decision taken by parliament To take away special status from Jammu and Kashmir and convert it into to union territories of Jammu and Kashmir and Ladakh. With this the debate over constitutional morality Started again in India and its happen over time again and again. Political scientist and commentator argued that formation of Jammu and Kashmir into union territories of Jammu and Kashmir and Ladakh is against constitutional morality. Indian constitution provide for federal system with unitary bias the central and State Government both derive their authority from the constitution this implies that states are not exactly subordinate to the centre. Splitting Jammu and Kashmir into two union territories without due consultation with different segment and shades of opinion there ,including its political leadership run contrary to this essential principle. Problem faced by manual scavengers

Despite the law banning manual scavenging, it is Harsh Reality That the practice still exist in India. As many as 282 people have died while cleaning rivers and septic tanks in country between 2016 to November 2019. Manual scavenging was banned 25 year ago with the passing of employment of manual scavenging and construction of dry latrines( prohibition) Act,1993 but it continues to be in practice. The occupation persist mainly because of continued presence of in sanitary latrines. There are about 2.6 million in sanitary latrine that required cleaning by hand according to Safai Karamchari Andolan. Why manual scavenging still continuous:- Lack of education manual Scavenger are mostly illiterate and have no exposure to any work. Sewage issue, sometime sewage lines are connected to storm water drains which get blocked and demand human intervention.
