Problem faced by manual scavengers
Despite the law banning manual scavenging, it is Harsh Reality That the practice still exist in India.
As many as 282 people have died while cleaning rivers and septic tanks in country between 2016 to November 2019.
Manual scavenging was banned 25 year ago with the passing of employment of manual scavenging and construction of dry latrines( prohibition) Act,1993 but it continues to be in practice. The occupation persist mainly because of continued presence of in sanitary latrines.
There are about 2.6 million in sanitary latrine that required cleaning by hand according to Safai Karamchari Andolan.
Why manual scavenging still continuous:-
Lack of education manual Scavenger are mostly illiterate and have no exposure to any work.
Sewage issue, sometime sewage lines are connected to storm water drains which get blocked and demand human intervention.
Open drains, open drains are badly design allowing people to dump there solid waste, improper disposal of sanitary napkins diapers etc clog the drains which machine cannot clear and required human to clear it.
In 2013 prohibition of employment as manual Scavenger and their rehabilitation act came in force but these does not address critical aspect of provision like rehabilitation for those who where liberated from scavenging before passing the law in 2013.
National Safai Karamchari commission which was mandated to implement the act has not been functioning properly
Way forward
It is a social and gender issue and can be eradicated by sensitizing people about it ills.
Swachh Bharat mission may be used for conversion of insanitary latrines( dry latrines) into sanitary latrines.
Liberated manual Scavenger must building to social security and welfare scheme to ensure that they are not dependent on this inhuman work for their survival.
